STEPPING
UP AND OUT...

Starting
nearly
thirty years ago with the Colorado Department of Labor and Training as an
Unemployment Claims taker in Colorado Springs, Wayne Bulander has
quietly found his way into the Rural Colorado Workforce Center Director's
chair. It's been his long and varied career within the department
that uniquely qualifies Bulander for the directorship. When Tom Looft left the position last year, Bulander acted as Interim Director
while serving as Director of Southeast Region and Grants Manager for the Rural Consortium. We're fortunate to have such
a knowledgeable and capable individual to step up to the plate.

It always seems sudden when a
co-worker leaves their job, even when it's a planned retirement. So
it was when Scot Simons left his post as Director of the South Central
Workforce Region and after 28 years with Colorado State Government.
Simons began his career as a veteran's rep in Fort Collins. He was a
State Veteran's Coordinator and oversaw the veteran's programs and
state staff within the
Mayor's Office of Workforce Development. Aside from his
great passion for assisting veterans, Simons' off duty passion is golf.
So, now he's out - swinging his clubs on any one of his favorite courses.

NEW WFC
OPENS IN ELBERT COUNTY...

The
Elizabeth Workforce Center is now open to serve employers of Elbert
County. The grand opening was held on January 14, 2004.
The Workforce Center provides numerous
employment services to job seekers and employers throughout Elbert County.
For job seekers, the Center has a Job Board that lists local employment
opportunities. Job listings are also available 24 hours/day on the
Eastern Colorado Workforce Centers website:
http://workforcecenters.state.co.us/e and Colorado's Job Bank at
www.ajb.org/co.
Other job seeker services include a
Resource Center that offers computers available to the public with Internet
access to assist with job searches and for writing and printing resumes.
Free phones, fax, and photocopying are available for job search activities,
as well as self-help books on job hunting and occupational information.
Staff is available to provide employment counseling for job seekers and
offer tips on how to write a successful resume and provide advice on the
Do's and Don'ts of interviewing.
For employers, the Elizabeth Workforce
Center can find great employees. Over this past year, over 8,600 job
seekers have registered with the Eastern Workforce Region and over 288,000
registered with Workforce Centers across the state of Colorado. This
statewide employment system is free to employers and can
screen job applicants by the type of skills and work experience needed by
the employer.
There is no obligation to hire any
referred applicants. Also, if office space is needed for interviewing
job candidates, the Workforce Center is available. "Elbert County is
one of the fastest growing counties in the state of Colorado. I think
this service will be well used by local residents. It's great to
welcome the workforce office to the Elizabeth area", said Tom Parko,
Community Developer for the Town of Elizabeth.
The Elizabeth Workforce Center is
located at 392 Main Street in Elizabeth. Staff from the Workforce
Center is also traveling to other areas of Elbert County bringing employment
services closer to residents. Staff is now making regular visits to
the towns of Kiowa, Simla, Agate, and Elbert.

CONSUMER
NAVIGATORS ON BOARD THROUGHOUT RC

Consumer
Navigators are individuals located in Workforce Centers throughout
Colorado. Their focus is to assist customers with disabilities seeking
employment in navigating various systems that provide the services and
supports needed to obtain and maintain employment. Within the past year he Colorado
Rural Workforce Consortium (CRWC) has expanded the Consumer Navigator
concept to each of it's eleven sub-regions. Project WIN in
cooperation with Project TRAIN, a state-level effort awarded to the
Colorado Office of Workforce Development and funded by the U.S. Dept of
Labor under round two of the Work Incentive Grant, has provided the hiring
of nine additional Consumer Navigators. Under this expanded effort,
Project WIN will play a key role in providing training, technical support,
marketing assistance, and evaluation services to this greatly expanded
network.
